As we prepare for the 2026-2027 school year, we are writing to share an important update regarding personal smart devices (including cell phones and smart watches). In alignment with Board of Education Policy 301-11, our school will be implementing a personal smart device-free learning environment starting on the first day of instruction.
Implementing smart device-free policies is vital for the well-being and engagement of our students. Learning occurs not only in classrooms through formal, structured experiences, but also in the hallways, in lunchrooms, and through conversational moments that define the school experience.
Our School’s "Off and Away" Policy: All personal smart devices must be kept "Off and Away".
Storage Information: Prior to entering our school gates, students must store powered-off smart devices in their personal backpacks. Phones are to be kept turned off in student backpacks while on campus. Smartwatches may be worn for telling time only. Please be aware that the Hawaii Department of Education and Kahala Elementary School assumes no liability for the loss, theft, or damage of personal electronic smart devices brought onto campus or confiscated due to policy violations.
Consequences for Violations: To encourage positive behavioral change, we will enforce the tiered statewide consequences:
Tier 1: The student will receive a verbal warning and a classroom-level correction. This serves as a formal notice to redirect behavior before further consequences are taken.
Tier 2: The smart device will be confiscated by school administration and held in the main office. A parent or legal guardian must be notified. The student may retrieve the device at the end of the school day.
Tier 3: The smart device will be confiscated by school administration and held in the main office. A parent or legal guardian must pick up the device at the end of the school day. Additionally, a mandatory meeting will be required to develop and implement a customized smart device restriction plan.
Exceptions: We recognize that there are specific situations where a device is necessary. Mandatory exceptions are permitted for:
Reporting emergencies or perceived threats to safety.
Specific instructional use, only when expressly permitted by a teacher or administrator.
Required health needs, such as a doctor-mandated glucose monitor.
Approved IEP accommodations.
Contact Your Child During the School Day: If you need to reach your student for an emergency or important message, please contact the main office. The main office is our primary point of contact to ensure your child’s learning environment remains uninterrupted.
